SOEs administered by the Central government are now required to focus overseas investments on their primary areas of business according to newly issued rules. Going forward these SOEs, which account for the lion share of Chinese outbound investments, will face greater difficulty in obtaining government approval for any investment outside of China which does not fall within their core business.
